There are rumors that Ospreys' owners, Y11 Sport & Media, could be interested in taking over Cardiff, which would result in the desired three professional sides.
However, both the WRU and Y11 have declined to comment on this possibility, causing concern among Ospreys supporters. Cardiff fans, too, have voiced their opposition to any proposed takeover deal.
Another consortium, led by former Cardiff director Martyn Ryan and including US-based television and film producers, is also in the mix. It will be a tough decision for the WRU, balancing what's best for Cardiff and what aligns with their final plans.
The final bids are due on Monday, with a potential decision expected by the end of January at the latest.
