The Lifetime ISA is set to be scrapped, according to the government's recent budget announcement. This means significant changes for the millions of savers who currently hold this account. Introduced in 2017, the Lifetime ISA offers a unique 25% savings rate, but it's only been used to purchase first homes. The government is planning to replace it with a new, simpler ISA product in early 2026, which will be more flexible and better suited to the current housing market.
One of the main criticisms of the Lifetime ISA is the £450,000 property purchase limit, which has been quickly outpaced by rising house prices, especially in the capital. This limit has been a key issue for campaigners, and removing money from a Lifetime ISA for any other reason results in a 25% deduction, which equates to a 6.25% net reduction in funds. Money expert Martin Lewis has suggested that the scheme could be tweaked by either removing this penalty for buying larger properties or increasing the threshold to around £500,000 to keep pace with inflation.
Dan Coatsworth, head of markets at AJ Bell, believes the government is ready to scrap the Lifetime ISA due to its complexity and withdrawal penalties. He argues that the ISA system is too complicated, and the Lifetime ISA is one of the worst offenders. The Chancellor, Rachel Reeves, has also confirmed that the Cash ISA limit will drop from £20,000 to £12,000, with an exception for those aged over 65, in a bid to encourage more people to invest. This move is seen as a way to increase interest in investing and potentially boost the housing market.
