A bold milestone in Uganda’s civil service: a 36-year-old pathfinder named Morris Muhindo has been elevated to the rank of Under Secretary in the Office of the President, signaling a new generation stepping into high-level government roles. This appointment places Muhindo among Uganda’s youngest senior civil servants as he awaits deployment to a ministry or government agency.
Muhindo confirmed the development in a phone interview, stating, “I have been appointed Under Secretary in the Office of the President,” and added that deployment to a specific ministry or agency will follow the President’s directive.
In this capacity, Under Secretaries are typically attached to ministries or state bodies by the Permanent Secretary of the Office of the President, often serving as heads of finance and administration. Muhindo’s exact posting remains to be determined, pending the official assignment.
Prior to this appointment, Muhindo was involved with Parliament, where he served as a Senior Policy Analyst in the Office of the Government Chief Whip. He has also led the NRM Youth League as Secretary General and, in 2021, was named Deputy Resident District Commissioner of Kisoro—a position he did not assume due to his ongoing parliamentary duties.
Muhindo hails from Kasese District and describes his appointment as a rare ascent for young professionals within Uganda’s civil service. He noted, “I think I am the youngest Under Secretary at the moment. It is a very senior position, and in Kasese only three of us have ever held it,” naming Tom Matte and retired civil servant Eseri Ngene as former district holders.
Upon deployment, Muhindo will oversee financial and administrative management for the ministry or government agency to which he is assigned, marking a significant step in his public-service career and a broader shift toward integrating younger leaders into Uganda’s senior civil service.
